Based on its national and political responsibilities towards the Kurdish people and all Syrian people of all ethnic and religious backgrounds, and in order to consolidate stability and civil peace and build a state based on the values of partnership and national dialogue,
the Kurdish National Council has worked, through its political relations, to de-escalate tensions and prevent the situation from sliding into full-scale military confrontation.
This comes in light of recent security and military developments, the unfortunate clashes between the Syrian Democratic Forces and the Syrian army, the human and material losses they have caused, and the forced displacement that has exacerbated the suffering of civilians.
In this context, the Council expresses its support and endorsement of the efforts of His Excellency President Masoud Barzani, which have been a key step toward defusing tensions. The Council sees these efforts as a real opportunity to revive the political process and promote dialogue as the only way to address various contentious issues.
The Council affirms that the Kurdish issue is not a passing issue or a circumstantial demand, but rather a national issue par excellence, linked to the roots of the founding of the Syrian state and its structural formation, and representing an inherent right of the people who live on its land and are an integral part of the comprehensive national political process.
Therefore, resolving it requires constitutional guarantees and explicit political recognition within an inclusive national framework.
As the Council continues its political efforts and communication with all parties concerned, including the Syrian Democratic Forces and the transitional administration, with the aim of stabilizing the truce, committing to agreements, and creating the right conditions for dialogue, it reiterates the following demands:
First: An immediate cessation of hostilities and recourse to dialogue in addressing outstanding issues, in order to serve the process of building a new Syria.
Second: The lifting of the siege and all restrictions imposed on the city of Kobani, in order to ensure the delivery of relief aid and the unimpeded movement of citizens.
Third: Inclusion of the Kurdish issue as a priority in the political process and guaranteeing the effective participation of the Kurds in shaping the future of the country through the joint Kurdish negotiating delegation,
as the representative framework for Kurdish consensus. In this regard, the Council considers Decree No. (13) issued by the Presidency of the Republic to be a positive first step that can be built upon and developed within a constitutional framework that enshrines partnership and equal citizenship.
Fourth: Protecting civil peace by preserving the social fabric and rejecting hate speech, intolerance, and incitement in all its forms.
Fifth: Emphasizing that the safe return of displaced persons and refugees to their homes is a top humanitarian priority, with the necessary guarantees to achieve this.
